Are park owners ever going to run out of new ways to erode the few remaining rights to freedom and privacy left to us park homeowners forced to exist under their tyrannical rule ruthlessly enforced.? From information just received by PHRAA it is now obvious that parking your car on your park is now being targeted as the latest method to oppress residents.

This concerns the attempt by a park owner to issue the homeowners on his park with PARKING PERMITS without which they will no longer be able to keep their cars on the park including the designated parking pads situated on the plots occupied by their homes.

The conditions accompanying these parking permits, which are complete with the registration number of the vehicle concerned, require the homeowner to display the permit on the windscreen at all times whilst on the park,  and from its design appears to have to be inserted in a machine in order for the homeowner to enter the park with his car.

The permit has four further conditions printed on the back as follows………………….

1…..Please ensure that this parking permit is displayed in the registered vehicles windscreen.

2…. The issuer does not guarantee the holder a parking space, nor does it render the issuer liable in respect of loss or damage to any vehicle, its contents or fittings.

3….. This document remains the property of the issuer and must be surrendered when requested.

4….. THE PERMIT HOLDER ACKNOWLEDGES THE RIGHT OF THE ISSUER OR ITS REPRESENTATIVE TO SEARCH THE VEHICLE AT ANY TIME.

(  Note. Obviously the parking permit condition 4 does not appear highlighted in bold print and underlined as we have reproduced it here to bring it to your attention. )

For the park owner to attempt to impose parking permits on the homeowners is bad enough, especially as, we understand, the homeowners are already charged a fee for parking in designated parking pads on their own plots for which they pay a pitch fee, but to assume the right to search your vehicle at anytime he feels like it is totally outrageous. Do these park owners regard themselves as being endowed with powers greater than those possessed by the Police? Even Police Officers can only search a vehicle if they have good reason, not just because they feel like it.

What effect will the issuing of parking permits have on any visitors the homeowner may have? Will the homeowners visitors be required to fill in forms, no doubt including having to give personal details just to obtain the required permit? Park homeowners are  mainly retired or semi retired. They are not terrorists, drug dealers or other unsavoury characters and have chosen a park home to spend their Autumn years in peace and quiet as promised in all the park home advertising.

It may be that the park owners have a problem with unauthorised parking but surely if this were the case a simple notice stating “No Unauthorised Parking” displayed in a prominent position at the entrance would have sufficed without resorting to such draconian methods which penalise the parks residents.

The right to search your car today?   Could it lead to the right to search your home tomorrow?????

If you have experienced similar problems on your park, please let PHRAA know.
All information treated in strict confidence.
