SAFETY LAST
"Face the Facts" on Radio 4 recently, certainly lived upto its title. Solely devoted to park home problems, plus my own 5 minute interview with John Waite on "You and Yours" earlier, to an audience of around 3 million listeners, must surely have had an impact. What would have angered many people was the response to questioning of a highlighted statement in a document compiled by the BH&HPA's Director General, Ros Pritchard. I quote; John Waite: "But how sincere are you as an organisation, about your wish to police these things, I mean your Directors Report of 2002, a copy of which I have here (supplied by PHRAA) talks about the importance of lobbying against the "burden" is your word, the burden of regulation? IT says that where it is not possible to avoid the introduction of regulation, your association endevours to ensure that enforcement is with the lightest possible touch."
Ross Pritchard: "We're talking about taxation, legislation, health and safety legislation, employment legislation - when it comes to this legislation against rogues, we would like to see it enforced, we would like to see high profile prosecutions because the industry suffers the reputation that the activities of the rogues brings us. So no I would absolutely confirm that we would like to see this regulation enforced."
So there you have it, health and safety matters taken with the "lightest possible touch". But many of you knew that already. What I suggest those of you whose BH&HPA member is way out of line, is to ask Mrs Pritchard to confirm such commitment by funding a "high profile prosecution" out of their stated substantial funds for this purpose. After all, the same document, compiled by the very same Ros Pritchard states, "The Association maintains sufficient reserves to permit an effective response to any threat to the industry, and to ensure resources are available should restructuring become necessary through sudden loss of revenue."
That time has come, surly? How much more bad publicity do they need? But if, like me, youv'e seen or heard their demands upon government prior to changes last October you, like the rest of us, would say they only have themselves to blame ENTIRELY.

It is not often that we are able to include some cheerful news in our newsletter, but we are thrilled to announce that on Friday 22nd June in Guisborough, North Yorkshire, the marriage took place of Joan (PHRAA's Treasurer and Advisor) and Ron Williams. We are sure you will join with us in wishing Joan and Ron every happiness and a long, happy and prosperous life together.

Never a day goes by when PHRAA doesn't receive a call from a distraught park homeowner who's site owner is illegally preventing them from selling their homes. As a typical example only today whilst writing this, I received a call from a lady who had recently lost her mother (the park hoemowner) stating that within two days of her mother's death (before the funeral) the park owner was demanding to know what she, as the beneficiary was going to do with the home and to cut a long story short, by putting off all her prospective buyers he is now trying to force her to sell the home, professionally valued at £90,000 to him for just £5,000. The legislation states that if the site owner persistantly illegally blocks your right to sell you have no option but to take him to court. All very well but this can take years and many thousands of pounds with no guarantee of success with the result that most give in and the site owner wins. Then there are the unjustified outrageous pitch fee increases demanded annually without consultation as required by the Act. The sudden demands for innumerable other added charges, such as so called "administration, infrastructure etc." even instances where the site owner, suddenly claims "that he forgot to charge residents" enough for their electricity over two years ago and now demanding payment for the alleged arrears, but neglecting to produce documentary proof. Regular harassment and abuse of the elderly residents by the owner, whenever he sees them on the park. The "divide and rule" tactic by playing one resident off against another used by site owners to achieve their aims. Actively encouraging the newly moved in new homeowners in their brand new homes of modern design, on sites under so called redevelopment, to look down on the existing residents in their perfectly sound but slightly dated designed park homes, but oblivious to the fact that in 10 years time, they themselves, will be in exactly the same position. Then there are those unfortunate residents who have suddenly found overnight their park has been sold and knowing the reputation of the new owner are absolutel terrified for their future, such as those on a large site in the South of England very recently. Add to this the almost total indifference of many local councils who stand by and watch as the unscrupulous park owner, using every loophole presented to him by the totally toothless and unenforceable Mobile Home Act 1983/2006, which should in itd present form be renamed as the PARK OWNERS RIGHT TO DO AS HE LIKES TO HIS RESIDENTS ACT, forces 70, 80, and 90 year old resident after resident to abandon their homes to clear the way for brand new ones.
Those in power are beginning to listen so it is now up to everyone of you 250-300,000 park homeowners to have your say by signing this PETITION. PHRAA is giving you this opportunity please don't waste it. PHRAA is doing its best, but we cannot achieve JUSTICE FOR PARK HOMEOWNERS without your help. YOUR FUTURE HAPPINESS WITH THE PARK HOME LIFESTYLE IS IN YOUR HANDS. We pay the same COUNCIL TAX AS THOSE IN BRICKS AND MORTAR. We should be afforded the same rights and services. WE HAVE TO KEEP UP THE PRESSURE ON GOVERNMENT SO IT IS VITALLY IMPORTANT TO ENLIST THE HELP OF YOUR MP. ALSO, and just as important put your experiences in writing and send them to Lord Graham of Edmonton, Secretary of the All Party Working Group for the Welfare of Park Home Owners at House of Lords, London, SW14 0PA. We/I the undersigned call on the Government to (a).... recognise Park Homes as Housing, (not caravans as at present) with the same rights as those occupying conventional housing. (b).... starting with a clean sheet of paper to replace the present discredited Mobile Homes Act 1983/2006 with a completely New Act, entirely frr from loopholes and fair to both sides whilst providing the long overdue REAL PROTECTION UNDER THE LAW backed by Government powers of ENFORCEMENT to eradicate the uncontrolled disgraceful explotation presently suffered by all too many Park Homeowners at the hands of the ever growing number of UNSCRUPULOUS PARK OWNERS. (c).... that it be made a Statutory Requirement that all Park Home advertising must include the warning that a commission charge of 10% of the sale price of the home is payable to the Park Owner whenever a resident sells their home.
On completeionthis Petition will be presented in early January 2008 to Lord Graham of Edmonton, Secretary of the all party working group for the Welfare of Park Homeowners for the attention of the Under Secretary of State, Department of Communities & Local Government.
